Does your land qualify? Siting a home in the Central Valley

A home and a piece of land have to be compatible. A beautiful floor plan does you no good on a parcel that cannot legally or physically receive it. The good news: most questions can be answered before you spend a dollar, and much of the Central Valley is well suited to manufactured and modular homes. Here is the checklist we walk every land-owning buyer through.
Zoning and land use
Your parcel’s zoning determines whether a manufactured or modular home is allowed, and sometimes which type. Counties across the Valley, including Fresno, Madera, Tulare, and Kings, permit manufactured homes in many residential and agricultural zones, but the specifics vary by parcel. Setback rules also dictate how far the home must sit from property lines, which can affect which floor-plan footprints fit.
Utilities: on the grid or off?
- Water: a municipal connection at the street is simplest. A rural parcel may need a well, which adds cost and time.
- Sewer vs septic: connecting to a public sewer is straightforward. A parcel without one needs a septic system, which requires a percolation test and county approval.
- Power: a short run from existing service is inexpensive; a long run to a remote building site is not.
- Gas or propane: many Valley homes run on propane where natural gas is not available.
Access, soil, and flood zone
The home is delivered on large transport sections, so the route in matters: road width, turns, overhead lines, and gates all get checked. The pad and foundation depend on your soil, and a small number of Valley parcels sit in mapped flood zones, which can affect foundation requirements and insurance. None of these is usually a dealbreaker; they are simply things to know early.
If there is an HOA or CC&Rs
Some neighborhoods and rural subdivisions have recorded covenants that restrict home types or require specific foundations and finishes. Read them before you order.
