Permits and inspections for a manufactured home in Fresno County

Installing a manufactured home in Fresno County requires permits and inspections through the County’s Building and Safety division (or the City of Fresno if your parcel is inside city limits). You also need a licensed installer, an approved foundation, and, to title the home as real property, a recorded HCD Form 433A. The home itself is built to the federal HUD Code, but the on-site work is permitted and inspected locally.

- Pass inspections, including grounding, gas and leak tests, and the foundation
- Receive the certificate of occupancy, then HCD records Form 433A with the County Recorder
If you finance the home or want it taxed as real property, the recorded 433A is essential. Until it is recorded, the home is legally personal property (chattel) no matter how firmly it is anchored, which affects both lending and how the home is titled.
